Alignment before velocity

The most successful modernization programs I've seen over the years share one trait: they create alignment before they create velocity.

Alignment on:

• Mission outcomes
• User priorities
• Scope boundaries
• The definition of value
• MVP versus final state
• Decision-making authority

Once alignment is in place, velocity follows. Teams stop relitigating scope in every review. Decisions land with the people who are allowed to make them.
